Back when I was a kid, we had "Moped's" which were supposed to be motorized bicycles.  They did have pedals but the manual pedal was geared so high that it would take you 200 revolutions to move a meter!  Well maybe not that many  

 

 

At that time, there were inexpensive motor ad-on's for regular bicycles which resembled your picture.

I had a ride on an electric one last year. Rather scary at first. Took off like a rocket.
